California Uniform Public Construction Cost Accounting Act

Informal Bidding Procedures: On December 15, 2014 the City Council of the City of Healdsburg adopted Ordinance No. 1081, Informal Bidding Procedures as described in the Uniform Public Construction Cost Accounting Act (Section 22000 of the Public Contract Code). The Informal Bidding Procedures allow the city to award contracts for public construction projects, as defined in Public Contract Code Section 22002, which meet specific criteria for cost utilizing the informal bidding process set forth in the Public Contract Code Section 22034.

Procedures for Establishment & Maintenance of a List of Qualified Contractors

During November of each year the City of Healdsburg (City) will email a written notice to all construction trade journals designated for the City under Public Contract Code Section 22036, inviting all licensed contractors to register on the city's Qualified Bidders List for Notification of Informal Bids for the following calendar year. The City will update the list starting January 31st of each year. To be included on the list, contractors are encouraged to register their business using the 2024 Qualified Bidder Registration Form, which is listed below.

Informal Bidding Process

Projects valued at less than $200,000 may be let to informal bidding, in accordance with the informal bidding procedures of the Uniform Public Construction Cost Accounting Act. When a project is to be awarded via informal bidding, contractors that have registered on the informal bidders list will be notified with a general project description, location of where to obtain more detailed information, and the time and place of bid submission at least 10 days in advance of the submission deadline and bid opening.

Each year in November, the City of Healdsburg will email a written notice to all construction trade journals designated for the City under California Public Contract Code §22036 inviting all licensed contractors who are willing to perform public works construction and/or repair projects to register their firm for inclusion on a list of qualified bidders for the 2024 calendar year, in accordance with California Public Contract Code §22034.

Please review the current Qualified Bidders List (see above). If you are interested in being on the list please submit your 2024 Qualified Bidder Registration Form using the link above.

To join the City's Qualified Contractor list please complete the 2024 Qualified Bidder Registration Form. When completing the form, it's important that correct and accurate addresses, email addresses, and/or fax numbers are included and the type of contractor's license is specified. Businesses that do not have accurate contact information or that fail to specify the type of work they are licensed to perform will not be notified when a project is let to informal bidding.
