Municipal Recycled Water Pipeline

Healdsburg currently gets about 80% of our water supply from the upper Russian River, making us particularly vulnerable to supply shortages in Lake Mendocino. Approximately 20% of the City’s water supply is from Dry Creek derived from Lake Sonoma. With that in mind, we have been working on the Municipal Recycled Water Pipeline to offset some of the demand on our potable water resources and make us more resilient for future droughts. During non-drought years, the project will allow more water to remain in the streams and reservoirs, benefitting riparian ecology and the region.

The City received a grant award of $7.1 million from the State of California to fund approximately half of the recycled water pipeline infrastructure planned. 

  • The funded pipeline project will serve municipal turf areas and can offset demand of potable water by approximately 27 million gallons per year, or about 4% of current demand.
  • The City has applied for another State grant ($8.5 million), which will offset an additional approximately 8 million gallons of potable water usage per year. This would increase the total potable water offset to approximately 35 million gallons per year, or about 5% of current demand.  We are still waiting for a response to our application.
  • The pipeline projects will add approximately 2 miles (currently funded) and 2.7 miles (awaiting funding) to our recycled water distribution network. 
  • The pipeline will provide recycled water to City parks, golf course, cemetery and some public schools facilities.

Progress Update as of 1/29/25

The contractor is pressure testing on the east side of Hwy 101 this week, and they are pouring concrete for the bulk fill station on Healdsburg Ave. They have installed movement monitoring devices for the crossing of Hwy 101 and are establishing baseline readings. Next week, we are expecting significant rain. The contractor is planning to not work during the rain event and for a few days after to give things a chance to dry out before excavating for the bore and jack crossing of Hwy 101 on or around 02/10/2025. 

July 15, 2024

The work on the pipeline continues this week on First Street, from north of North Street to south of Piper Street. Traffic control with flaggers is in place allowing local traffic only into the work area.  Please use caution when traveling in this area and use an alternate route, if possible.  

Tomorrow work will begin on Piper Street.

June 2024

Contactor has begun surveying and potholing for utilities. Actual construction is expected to start the first week of July. During construction, travel is expected to be impacted in the following roadways:

  • Kinley Road south of Opperman’s  - Expect road closure on Kinley Lane from June 2024 to September 2024. Access to Magnolia Drive will be maintained at the Kinley Drive/ Magnolia Drive  intersection near Orsi Family Vineyard. 
  • Kennedy Lane, south of Healdsburg Ave and north of Redwood Auto Body - Expect road closure on Kennedy Lane from June 2024 to September 2024. Traffic through the Presidential Estates neighborhood will be accessible from the Healdsburg Ave / Kennedy Lane intersection near the Healdsburg Avenue Bridge. 
  • Healdsburg Avenue – from the western Kennedy Lane/Healdsburg Avenue intersection to S. University Street, and S. University Street from Healdsburg Avenue to the SMART rail tracks – work in this area should take place in September 2024. Expect impaired travel on Healdsburg Avenue and parking restrictions. S. University street will be limited to one lane. 
  • Hudson Street east of Fogbelt Brew Pub continuing east  to  Front Street, Front Street from Hudson Street to First Street, First Street from Front Street to  Piper Street – Work in this area should take place October 2024 to November 2024. On-street parking restrictions in the work zone will move as the work moves up the street. 
  • Piper Street from First Street to University Street and University Street from Piper Street to Grant Street – Work in this area should take place in December 2024. On-street parking restrictions in the work zone will move as the work moves up the street.
